Why is it necessary to prepare a customs finalization report?
Customs finalization report is a compulsory requirement for import-export enterprises to comply. As stipulated in Article 60 of Circular 38/2015/TT-BTC, Businesses must provide an annual report detailing the use of raw materials, supplies, machinery, equipment, and exported goods. This report requires completion no later than 90 days following the conclusion of the financial year.
To ensure precision, close collaboration is imperative among the three departments: Import-Export, Warehouse Management, and Accounting.
Circumstances under which Customs authorities inspect the customs finalization report.
Customs authorities will inspect the customs finalization report based on a risk management mechanism and assess the business’s level of compliance. For privileged enterprises, the inspection process will adhere to regulations regarding the privilege in customs procedures and the monitoring of import-export goods.
Contents of inspection.
Unlike post-customs clearance inspection, customs authorities will inspect customs documents, accounting records, accounting books and other related documents and data concerning the goods; and inspect the physical of the goods in necessary cases, and conditions after the goods are granted clearance. During the inspection of the customs finalization report, customs authorities will focus solely on the aspects relevant to the customs finalization report, such as the records of raw materials, finished products, and the status of input-output-inventory in the business, including:
Customs dossier for importing raw materials and supplies.
Customs dossier for exporting products.
Accounting documents and accounting books related to raw materials, supplies, machinery, and equipment for warehouse input-output.
Other documents arising during the reporting period.
Note: If any signs of violation are detected during the inspection but there is insufficient evidence to conclude, the customs authorities will conduct further examination regarding the management and use of raw materials, supplies, and finished products during the production process.
How does ONEX Logistics assist clients in inspecting customs finalization report?
Understanding the importance and purpose of inspecting finalization reports, ONEX Logistics always encourages businesses, especially those in processing and export manufacturing, to conduct monthly and quarterly data audits. This helps ensure compliance with regulations and allows companies to make timely adjustments to production processes as needed.
Some businesses may not fully understand the procedures for handling surplus raw materials or reprocessing, which can lead to a lack of documentation and potential penalties from customs authorities. To avoid such situations, ONEX Logistics offers two consulting services for inspecting finalization reports:
01
Periodic Review
Conducted according to the schedule provided by the customs authorities.
02
Discrepancy Detection
Discrepancies will be identified when inconsistencies occur between the customs finalization report and import-export declarations.
03
Data Review and Consultation
ONEX will extract and compare data from the ECUS software with the company’s accounting records, providing recommendations to rectify any discrepancies.
04
Updating and Resolving Discrepancies
ONEX will assist in updating declarations and finalization reports to ensure data consistency and readiness for customs inspections.
The consulting, review, and post-clearance inspection support services will be quoted based on the number of SKUs for raw materials products, finished products and the number of declarations generated during the settlement period.
